REGULATORY FRAMEWORKS

Built for complex regulatory environments

Chemical management software designed to support multiple regulatory frameworks across international operations.

A robust foundation for international operations

ChemCenter combines a strong foundation in European chemical regulation and Norwegian offshore requirements with a configurable architecture designed for international operations.

Workflows, governance rules and regulatory information can be adapted to the frameworks that apply across countries, assets and business units.

REACH

Registration, Evaluation, Authorisation and Restriction of Chemicals
REACH is the European Union’s primary regulation governing the registration, manufacture, import and safe use of chemical substances. It aims to protect human health and the environment by improving knowledge about chemical hazards, promoting the safe use of chemicals and encouraging the substitution of substances of very high concern with safer alternatives.

ChemCenter supports organisations in activities such as:

  • Maintaining an up-to-date chemical inventory
  • Providing employees with access to current safety data sheets
  • Documenting chemical risk assessments
  • Evaluating and documenting substitution opportunities in line with organisational and regulatory requirements
  • Maintaining traceable records for audits and regulatory inspections

International perspective
The principles established by REACH have influenced chemical legislation around the world, including UK REACH, South Korea’s K-REACH and Turkey’s KKDIK. As a configurable platform, ChemCenter allows organisations to adapt workflows and governance processes to their own regulatory and operational requirements.

CLP

Classification, Labelling and Packaging of substances and mixtures
The CLP Regulation implements the United Nations’ Globally Harmonized System (GHS) within the European Union. It establishes common rules for classifying chemical hazards and communicating them consistently through labels and safety data sheets, helping ensure that hazardous substances are identified, understood and handled safely throughout the supply chain.

ChemCenter supports organisations in activities such as:

  • Interpreting and managing hazard classifications from safety data sheets
  • Making CLP hazard information available throughout the organisation
  • Providing access to hazard pictograms, signal words, H-statements and P-statements
  • Generating CLP-compliant container labels and workplace signage directly from safety data sheet information
  • Supporting chemical risk assessments using structured hazard information
  • Maintaining consistent and traceable hazard information for audits and regulatory inspections

International perspective
As the European implementation of the UN Globally Harmonized System (GHS), CLP is based on principles that are recognised worldwide. Many countries have adopted GHS-based legislation, making hazard classifications, pictograms and hazard communication familiar to organisations operating across international markets.

OSPAR & HOCNF

Environmental risk assessments for offshore chemical use
The OSPAR Convention provides the international framework for protecting the marine environment in the North-East Atlantic, including the environmental management of offshore chemicals. As part of this framework, the Harmonised Offshore Chemical Notification Format (HOCNF) provides standardised environmental information that supports the assessment of chemicals intended for offshore use.

Depending on the regulatory framework, organisations may need to consider HOCNF documentation or equivalent information provided by environmental authorities before approving a chemical for offshore use.

ChemCenter is not intended to replace specialist environmental management solutions. Instead, it allows organisations to record relevant environmental information within their chemical management process, making it available throughout risk assessments, approvals and operational risk documentation.

ChemCenter supports organisations in activities such as:

  • Recording HOCNF information, environmental classifications and other authority-defined data as part of environmental risk assessments
  • Documenting references to discharge permits and related documentation
  • Making environmental information available during chemical approval reviews
  • Including environmental information in operational risk documentation
  • Maintaining complete traceability throughout the chemical management process

International perspective
While implementation differs between offshore regions, environmental assessment of offshore chemicals is a common requirement worldwide. Different jurisdictions use different documentation formats, authority systems and assessment methods, but the underlying principle is the same: relevant environmental information forms part of the offshore chemical approval process.

The example below highlight some of the regulatory frameworks used in major offshore regions around the world.
